Whether or not they can implement the Sixth National Standard on time as they see themselves in 2020

Kunming Guiyan Catalyst Co., Ltd. Deputy General Manager He Xiaokun
It will be more difficult for the diesel vehicles to achieve national six in 2020
Regarding the issue of whether the implementation of the Sixth National Standard in 2020 is too fast, it should be dealt with separately. I believe that the possibility of realizing gasoline vehicles is relatively high because gasoline engine RDE (actual road emission test) conditions only require filing, and technically, the technical reserve of gasoline vehicles is relatively mature.
However, the requirements for diesel vehicles are not the same. Not only do the durability of the engine meet the standards, but also the vehicle indicators must meet the requirements. Therefore, it is more difficult for the diesel vehicles to meet the National Sixth Standard in 2020. In China, it is not a problem to make an example sample of an automotive emission upgrade project. However, if major corporations collectively develop R&D projects, whether the country can have such a large test load is an important test. For example, a 70,000-kilometer durability test for a complete vehicle requires a six-month test run, and a large diesel vehicle requires a drive of 700,000 kilometers.
At the same time, the key control technologies for the post-processing of diesel engine emissions are currently constrained by the resource allocation of the entire vehicle company. We need to work closely with automakers to develop, but most of the entire vehicle companies have not yet matured their state-of-the-art technology. Even if we start R&D, we cannot ensure technology reliability. In other words, if R&D at the front-end R&D front-end vehicle is not in place for R&D of State VI, post-processing technology companies want to complete the S6 project ahead of schedule, which will lack the prerequisites.
However, for the research and development of S6 emission technology, the automobile emission post-treatment industry is currently in an orderly state of development: the post-processing of diesel engines is led by Kunming Guiyan Catalyst Co., Ltd., and the post-treatment of gasoline engines is limited by Wuxi Weifu Lida catalytic converters. The responsible company took the lead and Kunming Yunnei Power Co., Ltd. took the lead in the development of agricultural machines. Construction machinery was led by Weichai Power.

The Sixth National Standard will be implemented in 2020 to challenge the company
The implementation of the Sixth National Standard in 2020 will be slightly tight from the timing. To complete the vehicle development, all products must be laid out in advance. China's Sixth National Emission Standard is not only required to demonstrate from the perspective of the vehicle, but also the entire industry chain must be linked together.
This concern mainly stems from the following three aspects: First, does the company have the technological capability to upgrade to the national six emission standards; Second, does it have sufficient funds to invest in research and development? At least our survey found that some companies do not have enough funds Reserves and technological R&D strength; Third, if companies change many of their preparations, policies will change, which will make them very passive.
Although the environment for the implementation of automobile exhaust emission standards is worthy of recognition, it takes a process from policy formulation to implementation. From the external factors of the implementation of the State VI, the quality of oil products that people are worried about is not a major issue. The state has vigorously promoted the popularization of Guoliu oil products through policies, and the upgrading of oil products is ahead of the work of vehicle manufacturers. PetroChina and Sinopec can guarantee the quality of their oil products. The most worrying aspect is whether local protectionism and policy supervision are powerful.

Do not worry too much about the time for the implementation of the National Sixth Standard
In the face of environmental pressure, it is the general trend of the country to attach importance to upgrading automobile emissions from the top down. To exceed the developed countries or regions at this speed, three steps must be taken and two steps must be taken. This means that the pace of upgrading must be accelerated.
Technically speaking, foreign countries have precedents for reference. They have not encountered too much difficulty. As far as I know, China's emission upgrades are mainly focused on research and development in terms of post-processing, such as whether gasoline engines increase GPF (gasoline particulate traps). On this issue, the domestic auto industry has not yet reached a consensus, but if the enterprise prepares early, many problems will be solved.
In my opinion, companies should not ask the government to slow down the pace of emission escalation. They have long known that the country's time requirements for emission standards have been closely followed by relevant information and are also undergoing various preparations. Therefore, we do not have to worry too much about the implementation time.
From another point of view, if companies do not address the issue of emission upgrades, they will, to some extent, indicate that they are not competitive, and that they will eventually be eliminated by the market.

Should further clarify the implementation of the national node
Faced with the implementation schedule of the National Sixth National Standard on July 1, 2020, major auto companies have already carried out related work, and our new cars have also begun testing.
However, I believe that the government has not yet specified the relevant time nodes and specific data for the implementation of the State VI. If S6 is implemented ahead of schedule, many companies will find it difficult to meet regulatory requirements, thereby hampering development. At the same time, there should be a clear time schedule for post-smatch sampling, which will give companies more time to communicate.
From a technical point of view, emission upgrades impose stricter requirements on particulate matter. Therefore, the upgrade of gasoline engines mainly focuses on the layout of GPF. If GPF is added, the requirement for engine fuel injection will increase. Before the national six emission requirements are proposed, the cold start of the gasoline engine does not need to be added to the assessment scope. Now the NEDC (New European Driving Test Cycle Standard) and the WLTC (World Light Vehicle Testing Regulations) are more demanding, and the upgrade cost will increase accordingly. If the company starts research and development from now on, it will take at least two years. It will take two and a half years for the final calibration and vehicle durability test. The implementation of Guoji in 2020 will be slightly tight in terms of time.

The State Should Strengthen In-use Vehicle Emission Management
With the continuous improvement of standards, the demand for automobile emissions is getting higher and higher, but the automobile pollution is more concentrated in the in-use vehicle body that entered the market in the earlier period. From a purely theoretical perspective, new cars entering the market can indeed meet the requirements of national emission standards. However, as of the end of 2015, China’s car ownership exceeded 170 million, including about 150 million light vehicles. From the data, the low-emission standard cars that entered the market in the previous period accounted for a large proportion of the total.
In my opinion, more attention should be paid to the use of vehicle exhaust gas management, not just the control of new cars entering the market. Blindly pursuing the increase of emission standards for new vehicles and accelerating the pace of implementation of State VI is actually a lazy political thinking.
From the perspective of cost, with the upgrading of national emission standards, the cost of diesel vehicles will increase significantly. According to calculations, the cost of light-duty petrol vehicle upgrades will be about 1,200 yuan, and that of light-duty diesel vehicles will cost about 4,000 yuan. There are natural loopholes in the post-processing of diesel vehicles. To fill it, I am afraid that the government will need to provide a certain amount of subsidies.
In addition, I suggest that the government intensify efforts on emission testing for in-use vehicles, rather than invest a lot of money to boost new vehicle emissions, it is better to manage a low-emission in-use vehicle that accounts for a larger proportion of the market. After editing:

For China's implementation of the Sixth National Emission Standard in 2020, the editorial department of the component magazine has recently conducted detailed and targeted reports on the engine and emission post-processing technology upgrades. In general, although the challenges are great, our enterprises have a mature technology reserve, and related projects in the industry chain are steadily advancing. Although there are still controversies about the timing of the implementation of S6 in the industry in 2020, the trend of the industry is in front of them. I am afraid that only active preparations are the only way out.
