Phosphorus Product Exports Expropriate 100% Special Tariff

The Ministry of Finance will effectively control the reduction in domestic supply of phosphorus products caused by the earthquake disaster in the main producing areas of phosphate rock. The Ministry of Finance announced on the 19th that from May 20 to December 31, the export of phosphorus products to all trade forms, regions, and enterprises, On the basis of the existing export tax rate, a special tariff of 100% will be imposed on the basis of the export duty-paid price. Industry analysts believe that the supply of phosphorus products is bound to decrease after the Sichuan earthquake, which is the country’s major phosphate production site. This move aims to curb the excessive growth of related product exports and meet domestic production requirements.
This is a new policy introduced by the Ministry of Finance after adding special export tariffs on phosphate fertilizers and other fertilizer products in April this year. According to a notice from the Ministry of Finance, the adjustment involves natural phosphorus phosphates, natural calcium aluminum phosphate and phosphate chalk (except apatite), apatite and yellow phosphorus (white phosphorus) and other phosphorus products, and their export tariffs will be changed from current 10% and 20%, adjusted to 110% and 120%.
Statistics show that in the first quarter of this year, the export growth of China's phosphate ore is still relatively strong. Due to the export pull and the sustained and rapid growth of the phosphorus chemical industry, the output of phosphate rock has increased significantly. According to statistics from the China Petroleum and Chemical Industry Association, China's output of phosphate ore increased by 30.2% in April, an increase of 12.5 percentage points year-on-year.
The four provinces of Yunnan, Guizhou, Hubei and Sichuan are the major producing areas of phosphate rock in China. On May 12, a major earthquake occurred in Wenchuan, Sichuan. Qingping Phosphor Mine and Jinhe Phosphorus Mine suffered heavy losses. In particular, the Jinhe Phosphorus Mine is currently the largest phosphate ore production base in Sichuan Province and one of the six largest chemical mines in the country. Due to short-term disaster relief, the loss caused by the earthquake cannot be calculated.
Industry insiders believe that when the earthquake causes traffic obstruction and production facilities are damaged, it is still impossible to estimate when phosphate rock mining enterprises in the disaster area resume normal production. This will lead to a decline in the supply of phosphorus for a certain period of time, which will have a certain impact on the price of phosphate rock and yellow phosphorus industry chain.
It was also learned that phosphate was not included in the phosphorus products that were subject to special tariffs. China is the world’s largest producer and exporter of phosphates, and exports primarily primary industrial uses, which is equivalent to the simple export of cheap phosphate ore resources. Therefore, the addition of phosphate export tariffs will affect the upgrading of the product structure of the industry.
