It is understood that previous standards for the discharge of water pollutants from the pesticide industry in China have all come from the old version of the Integrated Wastewater Discharge Standard (GB8978-1996), and many of them have not been adapted to the current requirements for the prevention and management of water pollution in the pesticide industry. The major contents of the pollutant discharge standards for organochlorine pesticides industry formulated this time include: adjustment of pollutants controlled by organochlorine pesticides dicofol and chlorothalonil original drug companies; increase control requirements for pollutant discharge; promote economic structure Adjustments and changes in economic growth patterns will guide the development of production processes and pollution control technologies for organic chlorine pesticides, and set special limits for water pollutants. At the same time, the standard emphasizes that except for the implementation of new standards for dicofol and chlorothalonil, the other organic chlorine pesticide companies still implement the Integrated Wastewater Discharge Standard (GB8978-1996).
The new standard stipulates that the organic chlorine pesticides included in the monitoring include dicofol and chlorothalonil crude drug products. Standards are separated by new and old ones, implementing different deadlines for existing enterprises and new projects. For existing enterprises, the following water pollution emission limits shall be implemented as of January 1, 2009: the pH of the wastewater of dicofol and chlorothalonil crude drug products shall be 6 to 9, and the chemical oxygen demand of wastewater (CODCr) shall be ≤ 150 mg/L. Wastewater suspended matter content ≤ 70mg/L, wastewater total nitrogen content ≤ 20mg/L, total wastewater phosphorus content ≤ 0.5mg/L, total wastewater ammonia nitrogen ≤ 15mg/L, chlorothalonil raw wastewater total cyanide content ≤ 0.5 Mg/L, m-xylene content ≤ 0.6 mg/L, chlorothalonil content ≤ 2.5 mg/L; dicofol original drug product dicofol content ≤ 1 mg/L, trichloroacetaldehyde content ≤ 0.5 mg/L, chlorobenzene content ≤0.4mg/L, DDT≤0.001mg/L; baseline waste water discharge per unit product is dicofol original drug product≤20m3/t, chlorothalonil original drug product≤90m3/t.
Since July 1, 2010, some of the existing enterprises' water pollutant discharge indicators have implemented more stringent concentration limits: the effluent suspended solids content of dicofol and chlorothalonil crude drugs is ≤ 50 mg/L, and chemical oxygen demand (CODCr) ≤100mg/L; baseline waste water discharge per unit product is dicofol original drug product ≤18m3/t, chlorothalonil original drug product ≤80m3/t. For new projects, the above criteria will be implemented as of July 1 this year. When the enterprise produces two or more products at the same time and the sewage is mixed, the strictest concentration limit in the discharge standard shall be implemented. In areas where the national land development density is already high, the environmental carrying capacity has begun to weaken, or environmental capacity is small, the ecological environment is fragile, and serious environmental pollution problems are likely to occur, correspondingly lower and more demanding special emission limits are implemented accordingly.
According to the relevant person in charge of the Pesticide Association of Shandong Province, the new standard is relatively high compared to the current level of wastewater discharge and treatment of organochlorine pesticides in China. To meet this standard, the wastewater discharge of enterprises must adopt advanced wastewater reduction and treatment technologies. At the same time, many aspects of production and operation must be rectified, which means that the company's investment in wastewater treatment and production costs will also be increase. According to the person in charge of the environmental protection department of Shandong Dacheng Pesticide Co., Ltd., Dacheng Pesticides, dicofol and chlorothalonil, belong to organochlorine pesticides. The wastewater discharge volume and concentration limit indicators proposed in this standard are more High demand. Dacheng Pesticide's production wastewater is subject to secondary treatment. After the wastewater is treated once in the enterprise, it is discharged into the Zibo City Sewage Treatment Plant for reprocessing.
