The Third Plenary Session of the 18th Central Committee sounded the "clarification" that comprehensively deepened reforms. Standing at a new historical starting point, how can the steel industry step on the "trace" of reforms and do a good job in transformation and upgrading?
External reforms have "shot" steel transformation and upgrading to accumulate "positive energy"
Judging from the various reforms put forward at the Third Plenary Session of the 18th CPC Central Committee, these measures have entered a powerful "positive energy" for the transformation and upgrading of the steel industry.
First, "two hands" perform their duties and work together to resolve the excess capacity of steel.
At present, the biggest problem encountered in the transformation and upgrading of China's steel industry is overcapacity. Third, improve the protection system of property rights, and eat a “centering pill” for the healthy development of all types of ownership steel companies.
Ensuring that all types of ownership enterprises have an equal status in supporting policies, investment, and financing is an important part of stimulating the vitality of enterprises. Fourth, the red line for ecological protection is delineated. The green transformation of the iron and steel industry “cannot be discussed”.
Promoting green transformation and helping the construction of ecological civilization is one of the topics most concerned by the current steel industry. However, there are still some iron and steel companies that are guilty of luck. There is a serious shortage of environmental protection investment, and socialization of environmental protection costs poses a growing threat to the healthy development of the entire industry. The exposition on the ecological civilization at the Third Plenary Session of the 18th CPC Central Committee once again sounded the “alarm bell” for these enterprises: “To build an ecological civilization, we must establish a systematic and complete system of ecological civilization systems and use the system to protect the ecological environment. We must improve the equity of natural resource assets. Whether it is building a resource security system or resolving the overcapacity of steel, the globalization of the steel industry has become a general trend. The Third Plenary Session of the 18th CPC Central Committee also provided more support for this: “To adapt to the new situation of economic globalization, we must promote better integration of internal and external openness, 'bringing in' and 'going out', and promoting international and domestic factors. Orderly free flow, efficient allocation of resources, deep market integration, accelerate the cultivation of new advantages in participating in and leading international economic cooperation, and promote reform through openness. It is necessary to relax investment access, speed up the construction of free trade zones, and expand the opening of inland borders. Therefore, China's iron and steel industry should be more active in "bringing in" and "going out", use a broader international perspective to plan for future development, continuously increase the capacity and efficiency of the allocation of international resources, and push forward its own reforms.
Internal reforms must be “accelerated” to fully dock the market to enhance competitiveness. In the face of severe market conditions in recent years, Chinese steel companies have deepened the reform of institutional mechanisms and market competitiveness has been significantly enhanced. However, compared with the ever-changing market, the pace of reform of steel enterprises must be further accelerated, and the intensity must be further increased, and the field must be further expanded. In short, the internal reform of iron and steel enterprises must be fully “accelerated” in order to fully dock the market and share the “dividends” of reform.
First, the concept of change, and effectively change the mode of development. The concept change is the forerunner of the deepening reform of steel companies. The stage of rapid economic development in our country is gone forever. The steel industry must recognize the situation, change its concepts, and truly transform its development into a conscious behavior. Based on its own reality, it should choose the right path for transformation and development, and realize the transformation from quantity to quality, and from expansion to efficiency.
Second, innovation drives the acceleration of transformation and upgrading. Innovation is the starting point and the end result of the deepening reforms of iron and steel companies. The series of problems facing the iron and steel enterprises currently need to be resolved through reform and innovation. Iron and steel enterprises must further intensify technological innovation, continuously expand product application fields and gain new market space; they must continuously promote management innovation, strengthen basic management in all directions, and optimize management models for the company's planning, production, technology, equipment, and quality. Safety, human resources, financial costs and other professional management to provide a solid foundation; to move from traditional manufacturing to service manufacturing, and constantly promote business model innovation.
Second, deepen reforms and comprehensively increase market competitiveness. Iron and steel enterprises should aim to establish a modern enterprise system and improve their governance structure. They must study and promote the reform of the “three systems” under the new situation, improve the operating efficiency of enterprises, and constantly meet the new requirements put forward by the market. Finally, make overall plans for coordination and handle the relationship between reform and stability. Reform is a deep-level adjustment of interests. In this process, we must handle the relationship between reform and enterprise stability.
