The export of seamless steel tubes frequently encounters "encirclement and suppression"

Following the EU’s announcement of a final anti-dumping duty of 17.7% to 39.2% on seamless steel tubes for China, the United States soon passed a “double counter” investigation on seamless steel tubes in China, and the Ministry of Industry and Tourism of Argentina announced on the 3rd that it will import from China. The steel pipe launched an anti-dumping investigation.
Why did China's seamless steel tubes frequently encounter "double reverse" investigations? On November 4th, Kong Lingming, Secretary-General of the Steel Section of the China Steel Structure Association, said in an interview with the China Securities Journal that the export volume of Chinese seamless steel tubes was completely determined according to the international market demand, and the price was 20% higher than the domestic market. There was no problem of dumping and subsidies. . The foreign "double counter" investigation is mainly to shift domestic contradictions. China's steel pipe branch firmly opposes and will organize domestic steel pipe production enterprises to actively respond. At the same time, he admitted that due to the high degree of foreign seamless steel pipe in China, steel pipe manufacturers will face a severe production situation.
Analysts in the follow-up industry in Argentina stated that China’s steel exports to Argentina are inherently small, and the investigation of the Afghan Steel Pipeline fully follows suit.
From January to September 2009, China exported 21,000 tons of seamless steel tubes to Argentina, which amounted to US$33.5 million; welded pipe exports amounted to 414 tons, amounting to US$350,000; total steel exports totaled 30,000 tons, with a cumulative amount of US$46.9 million. In 2008, the export of steel to Argentina was 24,000 tons, which amounted to US$45.9 million; of which, the export volume of seamless steel tubes was 5,089 tons and the amount was US$12 million. The volume of welded pipe exports was 275 tons and the amount was 520,000 U.S. dollars.
According to reports, since November 4th, Argentina has launched an anti-dumping investigation on Chinese steel pipes, and related Argentine companies can submit evidence within 10 working days. The survey included seamless steel pipes and welded steel pipes imported from China.
2% of seamless steel pipe exports to Europe and America Kong Lingming said: In fact, China's seamless steel pipe exports have fallen sharply since the beginning of this year, but the EU, the United States and other countries have also taken "anti-double" measures to limit the steel products to China. The United States and the European Union are the largest and second largest exporters of seamless steel tubes in China. In January-September this year, 460,000 tons of seamless steel tubes were exported to Europe and America, accounting for 20% of the total number of seamless steel tube exports.
On October 30, the U.S. International Trade Commission unanimously passed an anti-dumping countervailing investigation on Chinese seamless steel tubes. Industry analysts believe that this move means that China's steel exports to the United States will drop by 40%.
National Bureau of Statistics data show that from January to September this year, China exported 355,000 tons of seamless steel tubes to the United States. Seamless steel tubes accounted for 40% of steel exports to the United States. In 2008, China exported 2.29 million tons of seamless steel tubes to the United States, accounting for 45.7% of exports.
In addition, analysts believe that China’s largest exporter of seamless steel tubes is the United States. The “double counter” survey conducted by the United States against China’s seamless steel tubes poses a huge blow to the industry’s exports.
On October 6, the EU Council of Ministers issued an announcement ruling that China’s loss of European seamless steel tubes poses a threat to the EU industry and decided to impose a final anti-dumping tariff of 17.7% to 39.2%. From January to September this year, the export volume was only 104,300 tons and the amount was 177 million US dollars.
The proportion of exports has fallen sharply. According to data from the National Bureau of Statistics, from January to September this year, China's seamless steel pipe production was 15.45 million tons. Among them, the export volume was 2.362 million tons, the amount was 3.345 billion US dollars, and the export accounted for 15.3% of the total production. At the same time, China’s steel exports accounted for 4% of total production. In 2008, China's seamless steel pipe production was 20.18 million tons, of which 6.09 million tons was exported, and the export ratio reached 30.18%.
In addition, statistics show that from January to September this year, China's top five exporters of seamless steel tubes were: the United States (355,000 tons), the European Union (104,000 tons), Algeria (288,000 tons), and India (200,000 tons). , Singapore (125,000 tons).
In 2008, the top five exporters of China's seamless steel tubes were: the United States (2.29 million tons), the EU-25 countries (500,000 tons), South Korea (316,000 tons), Algeria (294,000 tons), India (260,000 tons) .
